CCTV privacy collection notice as at 29 August 2023
The University of ÃØÃÜÖ±²¥ (University) operates a closed-circuit television (CCTV) system, which includes cameras that are fixed at various locations around the University’s land and buildings. The camera technology is overlayed by an analytics system, but the University does not use the system for facial recognition. Fixed CCTV cameras are in use twenty-four (24) hours a day, seven days a week.
What personal information does the University collect?
By entering the University’s campus, land or buildings your personal information, being your personal image, will be captured by CCTV cameras. If you drive your vehicle onto campus, the personal information collected may also include your car registration number. The University only collects images on camera and no sound or voice is recorded.
Why does the University collect personal information?
The University collects personal information through the CCTV system:
- to enhance and ensure the safety and security of the University’s staff, students and visitors on land or buildings which the University occupies, uses or controls;
- to prevent or respond to critical incidents or security incidents on campus;
- to protect, and minimise the risk of access by unauthorised persons, to the University’s premises or facilities;
- for investigative or legal purposes, including for investigations in accordance with the University’s statutes, rules, policies and procedures and investigations into student conduct matters;
- for planning, prevention, response or recovery from a serious incident or crisis; and
- for recording details of access to the University’s premises or facilities, including the identity of individuals and time of access.
Who has access to your personal information?
CCTV footage and images will be accessed by relevant staff members of the University in accordance with their roles and responsibilities as set out in the University’s statutes, rules, policies and procedures, including but not limited to staff in the University’s Security Team.
The University will make all CCTV footage and images collected by the University available to its third-party security contractors responsible for providing security services to the University, and will otherwise disclose CCTV footage as required by law.
In some cases, the University will make relevant CCTV footage available to other third-parties who are closely associated with the University and where the disclosure of the CCTV footage is necessary to achieve the purpose for collection as set out above. Such parties include UniLodge and UCX. Whether the University makes relevant CCTV footage available to other third parties will be at the absolute discretion of the University’s Security Team.
In general, disclosure of CCTV footage outside of the University is managed in accordance with the University’s Privacy Policy and the Information Privacy Act 2014 (ACT). In entering the University’s campus, you provide your consent for the collection and disclosure of your personal information in
accordance with the details set out above. Otherwise, your personal information can only be disclosed outside of the University with your consent or if the disclosure is required or authorised by law. This may include the disclosure of your personal information to law enforcement agencies.
Security and retention of personal information
The University uses reasonable safeguards to protect your personal information from unauthorised access, use or disclosure. Access to the University’s CCTV system is restricted and managed in accordance with the University’s Cyber and IT requirements. All CCTV footage is stored on a secure server for 30 days. Footage that is downloaded for any purpose is stored on a restricted drive that is managed by the University’s Digital and Information Technology Management team.
Complaints or concerns
The University’s Privacy Policy provides information on how individuals may access their personal information or seek the correction of this information.
Privacy complaints or concerns in relation to the University’s collection and use of CCTV footage can be raised, and will be managed by the University, in accordance with the University’s Privacy Policy. All privacy complaints or concerns should be made in writing and directed to privacy@canberra.edu.au.
